Contractors Classification

Government and semi-government tenders in the UAE almost always require bidders to hold a valid municipality classification. Get graded in the right category, not just any category.

What Classification Actually Unlocks

Classification with Dubai Municipality, Abu Dhabi Municipality or the relevant local authority is the gatekeeper for government and semi-government tenders. Miss it, and you can’t bid regardless of how strong your proposal is. Get placed in the wrong category, and you’re either shut out of larger contracts or stretched into work your documented capacity doesn’t yet support.

How the Categories Work

Dubai Municipality

Largely tiered by project scale and building height — Special category down to Sixth for contractors, each unlocking a different ceiling on the projects you can bid for.

Abu Dhabi

Classification leans more heavily on capital and project-value thresholds rather than building height, so the documentation emphasis differs from Dubai’s system.

The 2026 Change

Dubai’s Law No. 7 of 2025 introduces a revised contractor rating and licensing framework effective mid-January 2026 — relevant if you’re classifying or renewing around that period.

What Hayakom Handles

We manage the classification file from initial assessment through to certificate issuance:

How It Works

1. Assessment

We review your capital, technical staff and project history against category requirements.

2. Documentation

We compile the technical file — company documents, staff qualifications, project references.

3. Submission

We submit to the relevant municipality or authority and track the review.

4. Certificate Issued

You receive your classification certificate and a renewal timeline.

Keeping Your Classification Current

A lapsed classification means missed tenders, often discovered only when a bid is rejected. We track your renewal date and flag it well before expiry, and we can advise on when your growing project history and staff roster justify applying to move up a category.
