ICV Certificate

Your ICV score isn’t a pass/fail badge — it’s a number built from four separate factors, and understanding which ones move it is what actually helps you compete for ADNOC and national-program tenders.

What Actually Drives Your Score

The In-Country Value certificate is issued by an MoIAT-empanelled certifying body after an independent audit of your financials — it’s not self-declared. The score itself is built from a combination of factors, and knowing where your business currently stands on each one is what turns certification from a compliance exercise into a competitive lever.

The Four Score Components

Emiratisation

The proportion of your workforce that is UAE national, weighted into the overall score.

Local Procurement

How much of your spend goes to UAE-based suppliers rather than importing services or materials.

Domestic Investment

Capital invested inside the UAE as opposed to elsewhere.

Revenue Split

The proportion of your revenue generated from UAE sources versus non-UAE sources.

What Hayakom Handles

We manage the certification process end to end, from financial data preparation through to the audit itself:

Improving Your Score Over Time

Once you’ve been through certification once, the score breakdown tells you exactly where the gaps are — maybe local procurement is strong but Emiratisation is lagging, or vice versa. We can advise on realistic, sequenced improvements ahead of your next cycle rather than leaving you to guess at what moves the needle.

How It Works

1. Data Collection

We gather and review the financial and operational data the ICV audit requires.

2. Auditor Coordination

We coordinate with your certified auditor and the certifying body.

3. Submission

Your ICV audit report is submitted to the empanelled certifying body.

4. Certificate Issued

You receive your ICV certificate along with your score breakdown.

No — only MoIAT/ADNOC-empanelled certifying bodies can issue a valid ICV certificate; self-declared scores aren’t accepted.
